There were several factors that Tok Janggut against the British protectorate. It happens after the Bangkok Treaty of 1909, Britain took over the administration of Kelantan from Siam on 29 April 1915. One of the factors the rebellion of Tok janggut and his followers is the privilege of levying taxes was transferred from the traditional chiefs to the British. They were trying to eliminate the tradititions and culture that Malays people use on that time. That situation really make them angry and not satisfied.
At the same time, they introduced new tax system that really burden Malays such as tax for planting the tree and cattle. Besides that, they protest British because British requiring farmers to pay land tax in 1915. For your information,the British adviser, W. Langham-Carter, who the one that introduce the new tax-system. Britain was making it harder for everyone to pay the tax by either putting them in prison or fining them. Besides, the behaviour of the British tax officers there seemed unpleasant for the Kelantan citizen who came there to pay the tax. It is really makes the arouse of Tok Janggut and his followers.

In another hand, the factor why Tok Janggut against british because Engku Besar lost of power. Engku Besar Tuan Ahmad ibni Al- Marhum, Tengku Sri Maharaja tua Engku Chik Pandak was a grandson of Tengku Sri Maharaja Long Seri Ibni Tengku Sri Maharaja Perdana Mantri Long Gafar of Limbat, a hereditary chieftain and lord of east Kelantan. On 29 April 1915, the administration of Jeram, Pasir Puteh, Kelantan fall to Britain's hands the later on. One of the British officers, Encik Latiff took over the administration of Kelantan from the local leader, Engku Jeram. Things seem to go out of control as Encik Latiff, an out-sider and whose native state is not Kelantan, was very stern and firm about collecting tax in Kelantan. Engku Besar Jeram, called upon Tok Janggut and his followers to discuss about social issues of Kelantan on that time. They also signed a agreement which prohibits any one of them that co-operate with the British. Fortunately, their battle gained support and encouragement from most Kelantan residents, which worried Encik Latiff. Because of that, he decided to end the situation before any possible revolution occurs.
